German public broadcasting is organised federally, and the regional third programmes are the part that makes it distinctive. Each carries its own state news, regional documentary strand and local-interest programming, and for a large share of German households the third programme is the channel they actually watch in the early evening. It is one of the most-watched broadcasts in German television and it is also, from an infrastructure point of view, the worst-case load: a single sixty-minute window in which a very large share of the German subscriber base is streaming a high-motion 50fps feed at once, with almost no staggering.
